He got to live like that because Emmiraties loved him. He built the UAE from the ground up, he turned it from 7 podunk little states into one sovereign nation and he did all of this before they discovered oil there in the 70's.

When your country is as small as the UAE you have to make every effort to impress upon foreign dignitaries in order to gain more respect at the bargaining table, and that is what this palace was for.
