Okay, let's see....can't really find a definitve answer online. But here's what I can surmise. You want a field goal to be worth half the points of a TD, but more than a safety and a extra point. So, a field goal has to be more than 1 point. Now if you make safety 1 and field goal 2, then you are saying that a field goal is twice as valuable as a safety (which it really shouldn't be). Or worse if FG is 2, then your saying that an extar point is worth half as much as a FG, which is also not cool (worse you are saying getting a safety is worth as much as a rather simple XP if you make safety 1, thus safety must be 2 with extra point is 1). Extra points should be just a small added incentive to scoring a TD instead of constantly trying to kick FGs. So, looking at it from a worth standpoint coupled in with the idea that they want to make football more exciting, you can start to see why a FG is 3 points. Then once you have that marker, the other scores fall nicely into place.
