Merchandise wise, any time a new Episode came out, the put out old toys in new boxes and sold the same thing over and over again. This might be what they are talking about. As I know there are a few "new" Stormtrooper toys that came out with the new episodes lines of toys.

You could also argue that a) clone trooper armor is based of that guy's original creation, or b) the iconic stormtrooper armor is at least partially responsible for the success of all 6 films and associated merchandise.
 
There is such a thing as "work for hire" which basically means that if Lucas was doing what he was supposed to be, then the employees would've signed away all rights to whatever they made while under employment. So, assuming such a contract was used, the guy gave up his rights to the armor when he made it for pay.
